The Oregon Community Foundation has enabled Oregon's 17 community colleges to offer scholarships to persons seeking to earn certificates or degrees in Early Childhood Education since 2004. This evaluation study of the first 8 years of the scholarship program focuses on both a description of how the program was implemented and what was achieved. The measured outcome was the percentage of scholarship recipients who earned a certificate or degree at each college (educational attainment). The evaluation identified a number of scholarship administration and management practices associated with educational attainment.
